My question is, who is funding transportation solutions like Europe's Eurostar Rail that are actually the least carbon-intensive solutions?

From what I could find on carbon intensity, Electric Cars on the US grid are 123 gCO2e/ passenger km. Electric Cars on pure solar, 43 gCO2e/pkm. Electric Rail, 20 gCO2e/pkm.
